Emergency Response Plan Portal for Industry Plan Submissions

The Emergency Response Plan Portal serves as Nevada Division of Emergency Management / Homeland Security's (NDEM) official repository for plans required under the Nevada Revised Statues (NRS). This includes submissions through the Industry Plans Submission Program, such as jurisdictional emergency operation plans, as well as plans from schools, resort hotels, and utilities.

Jurisdictional/Tribal Emergency Operations Planning and National Incident Management System

The Planning, Training and Exercise program of the NDEM developed the Nevada Emergency Operations Planning Guide as a supplement to the FEMA Comprehensive Preparedness Guide (CPG 101)Developing and Maintaining State, Territorial, Tribal and Local Government Emergency Plans (March 2009). This guide provides Nevada-specific guidance to assist local emergency planners in developing Emergency Operations Plans (EOPs) as required by Nevada Revised Statute (NRS) 239C.250.

If your jurisdiction/tribe’s emergency response plan has been reviewed, but remains unchanged, you may submit a written certification indicating that the most recent response plan filed with NDEM is the current response plan.

Jurisdictions

  • Relevant Statute: NRS 239c.250 and NRS 414.040
  • Requirement: Each political subdivision must review its response plan at least once a year. 
  • Deadline: As soon as practicable after the review is completed, but no later than December 31 each year. 
  • Filing Requirement: Submit the updated plan to the Nevada Division of Emergency Management (NDEM) and each response agency that provides services to the political subdivision. 
  • Reporting: Provide notice to governing bodies of each political subdivision of whether the political subdivision has complied. 
  • Reporting Deadline: On or before February 15 of each year.

Resort Hotel Emergency Response Plan Overview

NRS 463.790 requires Resort Hotels, as defined by NRS 463.01865, to develop, adopt, and maintain an Emergency Response Plan (ERP). This guide, developed by the Nevada Division of Emergency Management (NDEM) with input from the Resort Planning Task Force provides practicalguidance to support compliance with this requirement. It is designed to help Resort Hotels of all sizes and locations tailor their ERPs to align with their unique business, security, and operational needs.  

ERPs are intended to reduce the risks and impacts of both natural and manmade hazards. Their effectiveness is further enhanced through regular training and exercises. This guide serves as a resource for resorts initiating their planning process or refining existing plans and is not intended to impose additional requirements beyond those specified in statute.

Resort Plan Submissions

  • Relevant Statute: NRS 463.790 and NRS 414.040.
  • Requirement: Each resort hotel must review its emergency response plan annually. 
  • Deadline: As soon as the review is completed, but no later than November 1 each year. 
  • Filing Requirement: Submit the updated plan to each local fire department and law enforcement agency with jurisdiction over the resort’s location, as well as to the NDEM. 
  • Reporting: Provide notice to the Chair of the Nevada Gaming Control Board of whether resort hotels complied. Reporting Deadline: November 15 of each year.

Utility Vulnerability Assessments and Emergency Response Plans

As defined in Nevada Revised Statue 239C.110, and in accordance with NRS 239C.270 the Division of Emergency Management is required to collect and securely warehouse vulnerability assessments and emergency response plans for utilities.

School Crisis and Emergency Operations Plan Overview

Each school day, Nevada’s public, private, and charter schools are entrusted with providing a safe and healthy learning environment for students. Families and communities rightly expect schools to protect children and youth from threats such as crime and violence, as well as from hazards like natural disasters, disease outbreaks, and accidents.Nevada Revised Statutes (NRS) 388.229–388.261 and 394.168–394.1699 establish the requirements for school crisis and emergency response plans. 

The Nevada Division of Emergency Management (NDEM), in partnership with the Nevada Department of Education (NDE), supports schools in preventing, protecting against, mitigating, responding to, and recovering from all types of emergencies.  Collectively, the agencies provide technical assistance, guidance, and tools to help schools develop comprehensive Emergency Operations Plans (EOPs), and encourages collaboration with local government and community partners to train and exercise those plans.Our shared goal is to ensure every Nevada student learns in a safe, secure environment. 

Schools Plan Submissions

  • Relevant Statute: NRS 388.245, NRS 394.1688, and NRS 414.040.
  • Requirement: Boards of trustees or governing bodies must annually review, update, and submit emergency response plans. 
  • Deadline: On or before August 15 each year. 
  • Filing Requirement: Submit the updated plan to the NDEM 
  • Reporting: Provide notice to the Superintendent of Public Instruction of whether each board of trustees of a school district or governing body of a charter or private school has complied. 
  • Reporting Deadline: November 15 of each year. 
  • Audit Statute: NRS 388.246 
  • Audit Requirement: The NDEM will provide a report regarding the extent to which school plans complied with NRS plan requirements. 
  • Audit Deadline: On or before January 1 of each year. 
  • Audit Filing Requirement: Submit to the Director of the Legislative Counsel Bureau for transmittal to the Legislature.

Utilities Plan Submissions

  • Relevant Statute: NRS 239C.270 and NRS 414.040.
  • Requirement: Each utility must submit its vulnerability assessment and emergency response plan. 
  • Deadline: No later than December 31 each year. 
  • Filing Requirement: Submit to the NDEM. 
  • Reporting: 1) Provide notice to the Chair of the Public Utilities Commission of Nevada whether each utility that is not a government utility has complied. 2) Provide notice to the Governor and each governing body of each governmental utility whether each governmental utility has complied. 
  • Reporting Deadline: On or before February 15 of each year.

Nevada Requirements for Crisis and Emergency Response for Schools

Nevada public, private and charter schools are required to have School Emergency Operations Plans (EOPs) that meet the federal definition of a high-quality school EOP, in addition to Nevada requirements.

Federal Requirements for Developing High Quality School Emergency Operations Plans

National preparedness efforts, including planning, are charged by Presidential Policy Directive (PPD) 8, which was signed by the president in March 2011 and describes the nation’s approach to preparedness. This directive represents an evolution in the collective understanding of national preparedness, based on the lessons learned from: terrorist attacks; flooding; wildland fires; school incidents; and other experiences.   

The Federal Guide for Developing High-Quality School Emergency Operations Plans was developed in response to the president’s call for model emergency management plans for schools.   

The purpose of the guide was to ensure that schools’ emergency planning efforts were aligned with the emergency planning practices at the national, state, and local levels. National incidents placed a new emphasis on the process and content for developing emergency operations plans. 

Nevada public, private and charter schools are required to utilize the Nevada Department of Education's Model Plan options for their Emergency Operation Plans as required by NRS 388.253. Currently, NDE’s website recommends the following: “Nevada schools can utilize their current Emergency Operations Plan template OR can utilize the Readiness and Emergency Management for Schools Interactive Workbook and Instructions as a template for developing a high-quality Emergency Operations Plan.
