Overview

Play a vital role in supporting state agencies by providing critical funding to enhance preparedness, response, recovery, and mitigation efforts. Led by the Grant Portfolio Manager, these grants, often funded through federal programs such as the Homeland Security Grant Program (HSGP) or Emergency Management Performance Grant (EMPG), enable agencies to build and sustain essential capabilities that protect lives, property, and infrastructure. Grant funds are used for activities such as disaster planning, training, exercises, public outreach, equipment purchases, and infrastructure upgrades. By facilitating collaboration among local, state, tribal, and federal partners, emergency management grants strengthen the overall resilience of communities and ensure readiness to address a wide range of emergencies and disasters.

Preparedness Grants Program:

Oversees FEMA grant processes and the allocation of federal and state funds to organizations and agencies dedicated to disaster preparedness, response, and recovery. It ensures efficient use of resources to strengthen community resilience against emergencies, including natural and man-made disasters. Key responsibilities include reviewing applications, providing technical assistance, managing grants systems and policies, monitoring projects, processing reimbursements, coordinating with emergency officials, and handling federal reporting and audits from pre-award to closeout.

Homeland Security Grant Program:

  • Supports prevention, protection, mitigation, response, and recovery from terrorism and other threats. 
  • Provides resources for the National Preparedness System and the Goal of a secure and resilient nation.

Nonprofit Security Grant Program (NSGP):

  • Provides funding for physical security enhancements to nonprofit organizations at high risk of terrorist attacks.  
  • Integrates nonprofit preparedness activities with broader state and local efforts.

State and Local Cybersecurity Grant Program (SLCGP):

  • Funds eligible entities to address cybersecurity risks and threats to information systems owned or operated by state, local, or tribal governments.

Emergency Management Performance Grant (EMPG):

  • Provides resources for state, local, tribal, and territorial emergency management agencies.  
  • Supports implementation of the National Preparedness System and Goal, building and sustaining core capabilities across mission areas.

Emergency Operations Center (EOC) Grant Program:

  • Improves emergency management and preparedness capabilities.
  • Supports sustainable, secure, interoperable EOCs to ensure continuity of operations and government in major disasters or emergencies.

Recovery & Mitigation Grants Program:

Focuses on helping communities impacted by disasters by coordinating project applications, reviewing proposals, and overseeing grant distribution in compliance with FEMA guidelines. The Grants team plays a crucial role in managing these diverse grants, from the Public Assistance Program (PA)—which handles pre-award through closeout processes, conducts damage assessments, and completes site visits—to the Hazard Mitigation Grant Program (HMGP), responsible for post-award processes, technical assistance, reimbursements, and federal reporting. Through these efforts, the program ensures communities are well-prepared and resilient against future disasters.

Public Assistance Program (PA):

  • Pre-Award to Closeout: Manages preliminary damage assessments during emergencies and disasters, and site visits for awarded projects.  
  • Mission: Supports State, local, Territorial, or Tribal (SLTT) governments, and certain PNPs, to respond to and recover from major disasters or emergencies.

Hazard Mitigation Grant Program (HMGP):

  • Post-Award Processes: Manages application processes, technical assistance, quarterly reimbursements, grant monitoring, and federal reporting. 
  • Mission: Provides funding to develop hazard mitigation plans and rebuild to reduce future disaster losses. 
  • Post Fire Assistance: Helps communities implement hazard mitigation measures after wildfire disasters.

Legislative Pre-Disaster Mitigation (LPDM) Grant Program:

  • Mission: Provides federal funds to plan and implement measures reducing risks from future natural hazards, thereby reducing reliance on federal funding. 
  • Establishment: Created through the Consolidated Appropriations Act of 2023, funding 100 national projects.

Building Resilient Infrastructure and Communities (BRIC):

  • Mission: Supports governments and Tribal Nations to reduce hazard risk, build capability and capacity, and encourages innovation and partnerships.

National Earthquake Hazards Reduction Program (NEHRP):

  • Mission: Collaborates with various partners to advance understanding of earthquakes and develop measures to reduce their adverse effects.  
  • Activities: Involves research, development, and implementation to promote earthquake resilience among at-risk communities.
